Rex Tilley
Senior Vice President, Chief Underwriter
Mr. Tilley is responsible for all transaction risk assessments for CSG. Rex has more than 27 years of commercial real estate underwriting and valuation experience with the last 15 years focused on multifamily affordable housing.
Prior to joining CSG, he was employed by AmeriNational Community Services as Director of Multifamily Services and by Oak Grove Capital as a Deputy Chief Underwriter. Prior to these positions, Mr. Tilley was employed for more than ten years by MMA Financial/The Midland Companies. During his tenure with MMA Financial/The Midland Companies, Mr. Tilley held the title of Fannie Mae Chief Underwriter and was in charge of staff ranging from 7 to 25 professionals responsible for underwriting, closing and servicing multifamily debt and equity investments. Prior to MMA Financial/The Midland Companies, Rex was employed by AmSouth Bank and Glendale Federal Bank in their real estate valuation departments.
Mr. Tilley holds a Bachelor’s degree in Finance from Florida State University and is a Certified General Real Estate Appraiser in the State of Florida.

Anna Parks
Deputy Chief Underwriter
Anna Parks is the Deputy Chief Underwriter for Churchill Stateside Group, responsible for identifying risk in affordable and market rate multifamily housing debt and equity transactions throughout the United States. Ms. Parks is also responsible for underwriting renewable energy debt transactions for the Renewable Energy Finance Group. Ms. Parks has 30 years of commercial real estate experience including loan servicing, asset management and underwriting and closing multifamily debt and equity transactions totaling approximately $730M, with experience in underwriting secondary market purchases, tax-exempt bonds, taxable loans and affordable loans in the Fannie Mae, Freddie Mac and USDA-RD 538 programs. Ms. Parks has also underwritten almost $50M of solar energy debt transactions.
Prior to joining Churchill Stateside Group, Ms. Parks was employed for 25 years by MMA Financial in various positions within the loan servicing, asset management and underwriting departments, with the last 18 years focused on underwriting and closing multifamily affordable debt transactions.
Ms. Parks graduated Cum Laude from the University of Baltimore with a Bachelor of Science degree in Finance.

Roxanne Walton
Senior Underwriter
Ms. Walton is the Senior Underwriter for Churchill Stateside Group. Ms. Walton has over 28 years of expertise in multifamily housing, including 23 years in underwriting and 5 years in asset management and special assets, with an emphasis on affordable housing. Ms. Walton’s experience includes Fannie Mae, USDA-RD, tax-exempt bonds, LIHTC and historic tax credits. Prior to joining the CMI team in 2014, Ms. Walton was employed by Midland/MMA. During her 21 year tenure at Midland/MMA, Ms. Walton served many roles, including Senior Vice President and Department Manager of Underwriting & Closing, Fannie Mae Chief Underwriter, Credit Officer, and Managing Director of Portfolio Management. Responsibilities included management of 25 professionals responsible for underwriting and closing multifamily debt and equity transactions; development and implementation of company-wide affordable housing credit and underwriting policies; and management of over $1 billion of multifamily debt investments including special assets and dispositions. Ms. Walton graduated with Honors from the University of Florida with a Bachelor of Science degree in Finance.

As a Senior Underwriter, Victoria is responsible for the risk analysis of potential debt and equity investments with finance structures utilizing tax credits and various government and conventional loan programs.
She brings over 25 years of commercial real estate experience, with an emphasis on feasibility analysis, multi-family development and project finance. Prior to joining Churchill Stateside Group, Victoria was an executive at Meta Housing Corporation, an affordable housing developer based in Southern California. While there, she financed and coordinated the development of over 400 senior housing units utilizing allocations of low-income housing tax credits, tax-exempt bonds, and conventional financing. Earlier in her career she was in charge of acquisitions and finance for a commercial real estate developer and a financial analyst for a national real estate syndicator.
Victoria attended Pepperdine University and Mount St. Mary’s University in Los Angeles, graduating Magna Cum Laude with a Bachelor of Science degree in Business.

Annie Waring
Senior Underwriter
Annie Waring is a Senior Underwriter for Churchill Stateside Group. In her role as Senior Underwriter, Ms. Waring underwrites multifamily debt and equity investments for projects across the United States. Annie has 10 years of experience in the financial services industry, including 5 years focused on Middle Market and Large Corporate lending and 5 years focused on Commercial Real Estate. Prior to joining CSG, Annie worked as a Senior Development Analyst for Jamestown on the redevelopment of the Navy Yard Charleston where she was involved in all aspects of the early stages of redevelopment for the large scale, mixed-use project. In her role at Jamestown, Annie gained experience in multifamily development modeling, adaptive reuse projects, and tax credit financing. Earlier in her career, Annie worked as a Portfolio Manager for Howard Bank in Baltimore, MD managing a portfolio of commercial real estate loans and underwriting new loans for a variety of asset types including multifamily. Annie graduated from the University of Denver with a Bachelor of Science degree in Business Administration and Finance. Annie also received a master’s degree in Real Estate Finance from Georgetown University.

Underwriter
Benjamin Pemberton joined Churchill Stateside Group as an Analyst and now serves as Underwriter. Mr. Pemberton is responsible for preparing and maintaining underwriting models, as well as assisting with risk analysis of potential debt and equity investments with finance structures utilizing tax credits and various government and conventional loan programs.
Mr. Pemberton graduated from the University of South Florida St. Petersburg with a Bachelor of Science degree in Business Economics and Finance.

Lois Pemberton
Senior Vice President
Mrs. Pemberton is a Senior Vice President at CSG and provides support to the team through the effective organization of various due diligence requirements and the processing of loans through HUD, USDA Section 538 and other lending sources.
Lois brings to the team more than 20 years of commercial real estate finance and banking experience and has previously held positions in Credit, Underwriting and Commercial Banking. After roles in commercial banking, she joined the Midland Companies where she held various positions in underwriting and loan delivery management. As Vice President at Midland, she was instrumental in the implementation of the loan delivery processes to Fannie Mae, Freddie Mac and other secondary market sources. Throughout her career, Lois has been responsible for the successful packaging and delivery of loans totaling $2.3 billion.
Lois has extensive experience as a liaison between lenders, borrowers, legal counsels, title agents, and various parties to ensure the successful funding for many types of transactions.

Christina Thornton
Vice President
Mrs. Thornton is a Vice President at CSG and supports the underwriting team through the organization of various due diligence and the processing of transactions through HUD, USDA Section 538 and other lending sources. Chris brings more than 25 years of administrative and loan processing expertise from positions in the institutional and private investment management and commercial real estate finance industries. While with The Midland Companies, she held various positions in underwriting and focused on the loan delivery processes to Fannie Mae, Freddie Mac and other secondary market sources. During that time, Chris participated on a team that managed the packaging and delivery of loans totaling $2.3 billion. Chris’ prior employers also include AEGON USA, Inc., MetLife and Ameriprise Financial.

Senior Vice President, FHA Chief Underwriter
Marie has twenty four (24) years of experience working in the FHA finance industry. She began her career in 1996 as a finance intern where she processed loan application packages and prepared construction loan distribution requests. From there her career grew to include underwriting loans with FHA insurance under the 223(a)7, 223(f), 221(d)(4), 232/223(f) and 232 loan programs. Marie also has proficiency in debt restructuring as well as underwriting loans with taxable and tax- exempt bonds, conduit bonds, LIHTC, State tax credits, and historic tax credits as the vehicle of financing. In 2001 Marie earned her MAP approval and in September of 2009 she earned her LEAN certification. In 2019, Marie attended the SWAC Conference where she received her certification for LIHTC PILOT Training. Marie also created an FHA training guide for origination staff which can be accessible via iPhone and Android. She holds an M.B.A. from the University of Illinois at Chicago with concentrations in finance and international business and also received her B.A. in Russian. She currently works for Churchill Stateside Group as their FHA Chief Underwriter.

Skip Santos is an FHA Underwriter and will focus on underwriting Multifamily loans to be processed through the HUD MAP Program.
Mr. Santos began his banking career at Hibernia National Bank in 1989 in Credit Analysis where he received formal credit training. As a commercial lender he specialized in Mortgage Warehouse and Commercial Real Estate. During 2000, Mr. Santos became the bank’s chief originator for a partnership between Hibernia National Bank and Standard Mortgage of New Orleans focusing on the origination of multifamily loans to be placed in the permanent market through FNMA and conduits.
Since 2001, Mr. Santos has concentrated on multifamily loan requests processed through the HUD MAP Program with responsibilities including origination, underwriting, and issuance of GNMA securities. His experience in multifamily lending include: Historic Tax Credits, LIHTC, affordable, market rate, and healthcare properties.
Mr. Santos received his B.S in Accounting from Louisiana Tech University and an M.B.A from Loyola University.

Amy Kurto
FHA Loan Processor
Amy joined Churchill Stateside Group as an FHA Loan Processor and has over a decade of experience working in the FHA financing industry. In addition to her loan processing experience, she worked for several years as an FHA approved Construction Loan Administrator. Amy is proficient in providing support to LIHTC, multifamily affordable, bond, debt, and healthcare transactions. She assists the borrowers, underwriting and closing teams with the collection and review of due diligence for the handling of FHA loans. Prior to her roles in the FHA industry, Amy held numerous roles, preparing Freddie Mac and Fannie Mae applications and has extensive Risk Analysis knowledge, managing insurance compliance.

Ms. Steele joined Churchill Stateside Group as an Investment Assistant and quickly proved her value. Her skills allow her to provide dependable support to senior level managers to meet required transaction deadlines.
