FHA Deputy Chief Underwriter
With more than 30 years of real estate experience, Julie has worked in the FHA finance industry since 2003, starting as a FHA Underwriter and eventually becoming a Deputy Chief and Chief Underwriter for a large bank. Her latest prior position was Deputy Chief Underwriter, employed with BB&T (now Truist) for nearly 17 years. Julie is very experienced with all of the HUD-Insured Multifamily Loan MAP programs, having successfully underwritten and closed loans under the following: 223(f), 221(d)(4) NC/SR, 223(a)(7), 202/223(f), and 221(D)(4) RAD. In addition, Julie has significant experience with the HUD LEAN programs, and has successfully underwritten and closed transactions under the following HUD insured programs: 232 New Construction, 232/223(f), and 232/223(a)(7). Julie received the HUD MAP and LEAN Underwriter Certifications in 2003. In addition, she has experience with underwriting complex debt/equity financing structures to include multifamily new construction projects financed with 4% Bonds/30% - 60% LIHTC (income averaging), 9% LIHTC, Section 8, Historic Tax Credits, and with multiple layers of financing. She has also worked on transactions that involve bridge and debt mezzanine financing. Prior to working in the FHA industry, Julie was a Fannie Mae Senior Underwriter and Investment Officer for more than 4 years employed with a banking institution and a mortgage company. She worked in the Mark-to-Market program at HUD for a short time as a contractor reviewing affordable multifamily transactions of Section 8 properties to evaluate eligibility (based on rules and guidelines, as well as third party reports) for a change in their Section 8 rents to market rents. Julie also worked for a large Baltimore-based Insurance Company for nearly 10 years in the real estate division specifically working and assisted in setting up the due diligence platform, acquisitions/dispositions, and asset management of investment-grade commercial properties (i.e. pension funds) functions as an Analyst, advancing to a Director. Julie began her lengthy career in real estate as an appraiser for a local Baltimore-based investment banking firm as a real estate appraiser, earning her MAI (Member of the Appraisal Institute) designation in 1991. She is a current member and has met all continuing education requirements. She was formerly a Maryland State-Certified Appraiser (General Certified Appraiser), but is currently inactive. Julie holds a Masters Degree in Business (M.A.S.) from the Johns Hopkins University in Baltimore, Maryland. She received her undergraduate degree from Assumption College, graduating with a B.S. degree in Economics. She currently works for Churchill Stateside Group as their Deputy FHA Chief Underwriter.
